Essex Residential Community Home and Transitional Program

  Essex Residential Community Home serves up to 25 male juveniles ranging in age 16 to 18. In addition to receiving academic instruction, the students are taught carpentry, plumbing, masonry, and landscaping by qualified teachers. As part of their vocational instruction, students assist staff cooks in the daily preparation of all meals while learning fundamental culinary and food service skills. The vocational program provides students with marketable skills and training that help them obtain jobs upon their release. The residents participate in various maintenance projects at the facility including painting, cleaning, buffing floors, stocking supplies, and routine upkeep.
 
  Essex RCH actively assists the community by maintaining the Community Park on Central Avenue, and cleaning local streets and vacant lots through the Fifth Street Block Association. Essex Residential also has a relationship with the Newark Pre-School Council. Through this relationship, juveniles provide building maintenance and grounds keeping at various locations throughout Essex County.  
 

In addition to its residential component, Essex Transitional utilizes up to 10 beds to service parolees and probationers returning to Essex County from both JJC secure-care and community-based facilities. Residents take part in various programs that prepare them for their return to their community.

 
 

The Juvenile Justice Commission is committed to providing a continuum of care that prepares juveniles to return to their community at the completion of their sentences. Transitional programs provide an integral step that helps juveniles succeed upon their release.

 
  Essex Transitional acts as a practice mechanism for youth preparing to re-enter the Essex County community while remaining within a structured environment for up to 30 days. During their stay, the juveniles prepare to re-enter school or the job market, obtain identification, attend school, and receive counseling services. All Essex County youth, at least 16 years of age, with allowable offenses, will enter the transitional component at Essex prior to going home.  
  This transitional setting allows juveniles to gain responsibility gradually as they prepare to return to their communities. The transition program addresses the individual items in each juvenile's aftercare plan and helps each young person adhere to that plan. The transition program maintains a level of flexibility allowing youth to "step-up" to a more restrictive setting or "step-down" to a less restrictive setting as necessary.  
 

As an admission requirement, a resident must have an approved parole address for the county in which the transitional program is located. In addition, the State Parole Board must mandate a resident’s participation in a transitional program.
